Really, while Ignis may have needed to hold his loved ones close for his own sake... He does this most of all for Prompto, in his eyes. For the poor man who works himself up into such anxieties, and doesn't know what to do with himself. So Ignis holds him, even as he feels those arms finally respond and wrap around him in turn.
